The circle button block has to be used when the attack animation is already past the wind up part and incoming, again, depending on weapon speed. Block skills, depending on opponent weapon speed either can or have to be used before the actual attack but have a lot of active frames. To clarify again the difference between Block Skills and Block button. You don't actually block, at least for me it is easier if i just click the circle button, same as i would for a parry. Though all weapons, including fists have enough to pull it off. The Iron has the most frames with its skill, so you can (have to) start the animation (R1/L1) very early Metal Bat seems to have less frames etc. These are used via R1 / L1 and thus cost stamina. You have the same amount of frames with all weapons when using the block button but some weapons have block skills that give extra frames, like Iron. I mentioned the souls parry before, mostly because of 2 similarities. Perfect Guard, then wind up a big hit while the opponent is staggered for a guaranteed hit. It is also amazing for slow 2h weapons like the axe. you can counter attack without retaliation Or in other words, it's like a Souls Parry without the critical on riposte.
